What it is
The Australian team at Where 2 Technologies created an interactive map in the browser that could be dragged and zoomed without reloading the page. Google bought the company in 2004 and launched Google Maps in February 2005.
Where 2 (Sydney) developed the software in 2003-2004; Google acquired it in October 2004 and combined it with Keyhole (Google Earth) and other purchases.
