What was discovered
The first family of error-correcting codes with practical complexity that provably achieves Shannon capacity, based on channel polarisation. They were adopted in 2016 for 5G control channels.
Published in IEEE Transactions on Information Theory (2009); Arıkan earned his PhD at MIT but developed the codes at Bilkent.
